Bid penalty options being added
I am adding the following options that can be toggled on and off
1. users who do not bid before the extended bidding starts will be charged 2 tokens per bidding during extended bidding - this is a feature I am going to add and test. the idea is to make sure that we have active bidders participating during the regular bidding time and not just stopping in once extended starts.
2. users who do not place a bid during the regular bidding time will be blocked from participating in the extended bidding. This is another feature I am adding with the hope that this will motivate bidders to place at least one bid on an item before we enter extended bidding.
Both of these are testing only and are not set to be utilized when we first start. They are simply options that will be tested during our test action time period. In the end, we will leave it up to our users to vote on this.
